As the “Keystone State,” Pennsylvania played a critical role in our country’s growth and development. The signing of the Declaration of Independence took place here. We manufactured the steel to help build cities all over the world.
Pennsylvania has it all. A prime location with ample natural resources. World-class educational institutions and a diverse industry base. A citizenry with strong work ethic.
There are areas in which we excel, such as producing and distributing energy. In this category, we’re a national leader.
With so much in our favor, why aren’t we better positioned for success? We’re facing serious “brain drain,” with a steady stream of young people leaving our state. They’re finding better jobs and opportunities elsewhere.
Companies looking to invest in or expand their operations are passing over Pennsylvania. Our uncompetitive tax structure and burdensome regulatory and legal climate are costing us dearly. These and other current factors are stalling our growth. They’re causing us to miss out on many opportunities.
It’s time to change course and start a new chapter in Pennsylvania’s story. The Together for PA initiative focuses on accentuating our state’s positives. It will increase our competitiveness by fortifying our infrastructure and strengthening our workforce.
The initiative’s roadmap embraces strategies to grow our economy. These include promoting innovation and increasing the number of good-paying jobs. By creating more opportunities, we will improve the quality of life for all PA residents.
Bottom line, it will take all of us working together to achieve long-term success. If we build upon all the good things our state already has to offer, we can make Pennsylvania a more desirable place to live, work and play. Join us!
For decades, Pennsylvania’s uncompetitive business tax structure has driven away investment and opportunity to other states. But PA’s economic outlook is looking up thanks to the bipartisan enactment of a historic tax reform package.
An initiative of the PA Chamber of Business and Industry, Together for PA is a partnership of individuals and organizations who believe our state can do better. We are committed to working for policies that strengthen our foundation and increase opportunities for the people of Pennsylvania, beginning with our infrastructure, competitiveness and people.

As regions or counties move into the yellow phase, some restrictions on work and social interaction will ease while others, such as closures of schools, gyms, and other indoor recreation centers, hair and nail salons, as well as limitations around large gatherings, remain in place.
This purpose of this phase is to begin to power back up the economy while keeping a close eye on the public health data to ensure the spread of disease remains contained to the greatest extent possible.

Social Restrictions
The green phase eases most restrictions with the continued suspension of the stay at home and business closure orders to allow the economy to strategically reopen while continuing to prioritize public health.
While this phase will facilitate a return to a “new normal,” it will be equally important to continue to monitor public health indicators and adjust orders and restrictions as necessary to ensure the spread of disease remains at a minimum.
Work & Congregate Setting Restrictions
Social Restrictions
The red phase has the sole purpose of minimizing the spread of COVID-19 through strict social distancing, non-life sustaining business, school closures, and building safety protocols.
